Exploration and production activities within the oil and gas industry inherently carry the risk of accidental spills during product transportation, whether via pipelines, marine vessels, or road and rail tankers. These spills can pose a significant threat to the environment and impact to surrounding communities. Mitigating this risk is paramount. PTTEP prioritizes the development of robust operational controls and effective mitigation measures to prevent spills. Furthermore, maintaining a high level of preparedness for spill response and management is crucial in minimizing environmental and communities’ impact should an incident occur.

Zero spill

Management Approach

As part of Safety, Security, Health and Environment (SSHE) commitment, zero spill is one of SSHE Target Zero in Company’s annual SSHE KPIs. To achieve the target, PTTEP focuses on effective incident prevention and management where potential spill scenarios are assessed for responses preparation. The Spill Management Plan are crucial in defining the company’s organizational structure and their roles and responsibilities, response strategy, encompassing documentation, and resources required for effective spill management.

The company’s spill management plan follows the 3-Tier Spill response system in accordance with the IPIECA- International Association of Oil and Gas Producers (IOGP) good practices guidance related to oil spill preparedness and response. Activation of each tier response and management team is based on the capability of response resources as defined below:

Tier 1
Spills that require response from Asset capability and resources.
Tier 2
Local and national capability necessary to supplement a tier 1 response resources, such as Subdistrict/Department of Local Administration Organization, Department of Disaster Prevention and Mitigation, Marine Department, THAI- MECC (Thai Maritime Enforcement Command Center), Royal Thai Navy, Oil Industry Environmental Safety Group Association (IESG) for Thailand, and the Petroleum Industry of Malaysia Mutual Aid Group (PIMMAG) for Malaysia.
Tier 3
Global and International capability that requires substantial additional response resources due to scale, complexities, and/or potential impact, such as Oil Spill Response Limited (OSRL)

Spill Risk Management

PTTEP manages spill risks in accordance with legal requirements, regulations, and the company's risk management process for all exploration and production (E&P) activities following PTTEP SSHE Risk Management Standard, PTTEP Emergency and Crisis Management Standard, and PTTEP Incident Management Standard The objective is to assess and mitigate spill risks to a level deemed "As Low As Reasonably Practicable" (ALARP). To ensure effective response and mitigation, the Spill Capability Assessment and Spill Impact Mitigation Assessment (SIMA) are conducted to ensure spill response meets the ALARP level and determine appropriate spill response measures for different scenarios. These risks undergo regular audits and reviews to ensure proper management and mitigation.

The Company prepare spill response plan and regularly conducts spill response exercise at the corporate and asset level to assess the readiness and capacity to manage the spill and propose plans for continuous improvement. The Company as a member of IESG, a reliable petroleum spill preparedness response and response organization, has supported the preparation of the spill management in Thailand under IESG’s vision by proactive engagement with members to prevent incidents and to be prepared for effective problem solving in case of an oil spill, while also building credibility and trust within society.

In 2024, PTTEP and PTTEP ED, joined 13th Thailand Oil and Chemical Spill Response Exercise (TOC-Ex13) organized by the Marine Department, enhancing their ability to respond effectively to emergency situations. Participating in joint training and workshop with government agencies is part of PTTEP’s work procedures, reflecting the top priority given to the safety, security, occupational health and environmental management. Realizing that adhering to maximum safety standards is imperative for the petroleum exploration and production business, PTTEP underlines safety standards in all work procedures to ensure efficiency, safety, and preparedness for emergency response in accordance with legal and international standards.
