Importance and Mission
Exploration and production activities in the oil and gas industry, including transportation via pipelines, marine vessels, and trucks, inherently carry the risk of accidental spills. These incidents may result in release to land or water in both onshore and offshore areas, causing potential impacts on the environment and surrounding communities. Therefore, preventing and minimizing these risks is critically important. PTTEP is committed to strengthening operational control systems and implementing effective mitigation measures. The Company also maintains a high level of preparedness for spill response and management, which is essential to limiting and mitigating potential impacts on the environment and surrounding communities in the event of an incident.

Zero Spill
Management Approach
As part of Safety, Security, Health and Environment (SSHE) commitment, zero spill is one of SSHE Target Zero and has been established as one of the Company’s annual SSHE KPIs. To achieve the target, PTTEP identifies and assesses potential spill scenarios that may arise from its operations and maintains preparedness in accordance with the Spill Management Plan. The plan establishes an effective organizational structure for spill response and management, while ensuring that relevant documentation, equipment, and resources are appropriately prepared and maintained to support effective spill response.
The Company continuously develops and updates its Spill Management Plan to align with internationally recognized petroleum industry guidelines, including Iinternational Petroleum Industry Environmental Conservation Association (Ipieca) and International Association of Oil and Gas Producers (IOGP). The activation of each tier response and management team is determined based on the capability of available response resources under the 3-Tier Spill Response System, as defined below:

Spill Risk Management
PTTEP manages spill risks in accordance with legal requirements, regulations, and the Company's risk management process for all exploration and production (E&P) activities following PTTEP SSHE Risk Management Standard, PTTEP Emergency and Crisis Management Standard, and PTTEP Incident Management Standard. The objective is to assess and mitigate spill risks to a level deemed "As Low As Reasonably Practicable" (ALARP). To ensure effective response and mitigation, the Spill Capability Assessment and Spill Impact Mitigation Assessment (SIMA) are conducted to ensure spill response meets the ALARP level and determine appropriate spill response measures for different scenarios. These risks undergo regular audits and reviews to ensure proper management and mitigation.
The Company prepares spill response plan and regularly conducts spill response exercise at the corporate and asset level to assess the readiness and capacity to manage the spill and propose plans for continuous improvement. The Company as a member of the Oil Industry Environmental Safety Group Association (IESG), a reliable petroleum spill preparedness response and response organization, has supported the preparation of the spill management in Thailand under IESG’s vision by proactive engagement with members, government and private agencies to prevent incidents and to be prepared for effective problem solving in case of an oil spill, while also building credibility and trust within society.
- In 2025, PTTEP and PTTEP Energy Development Company Limited (PTTEP ED), together with more than 25 public and private sector organizations, conducted an offshore oil spill response exercise in the Gulf of Thailand using a C-130 aircraft to strengthen integrated emergency response preparedness and ensure rapid, appropriate, and safe oil spill containment and recovery operations in compliance with legal and international standards. The exercise covered aerial dispersant spraying operations, and coordination among domestic and international agencies to mobilize technical experts and response equipment for timely response and effective mitigation of potential impacts.
- In 2024, PTTEP and PTTEP ED, joined 13th Thailand Oil and Chemical Spill Response Exercise (TOC-Ex13) organized by the Marine Department, enhancing their ability to respond effectively to emergency situations. Participating in joint training and workshop with government agencies is part of PTTEP’s work procedures, reflecting the top priority given to the safety, security, occupational health and environmental management. Realizing that adhering to maximum safety standards is imperative for the petroleum exploration and production business, PTTEP underlines safety standards in all work procedures to ensure efficiency, safety, and preparedness for emergency response in accordance with legal and international standards.
